Myth of Dr.P.Shankar Rao power brought down to earth

Dear All Loyal Members,

I am sure by now, you all would have seen on TV and read the news papers about Green Fields getting "Independence" from yesterday and now can breath a fresh air in GF as our lands and now we are released from the clutches of the "The Land Mafia Don" Dr.P.Shankar Rao. This is the first time, a Sr Revenue authority ( MRO from Malkajgiri and also the MRO of the Land Protection Cell ) and officials coming on TV and in front of the print media to confirm that these lands are Govt lands hence demolishing illegal structures. This means, what I was saying from past 4 years ( after I took over the GF issue) that these are government lands was achieved and our basic objective to secure these plots under GO 166 is on the roll.

Yesterday, yet again, I have ascertained my control on the Green Fields issue and shown to the world, that even an ordinary citizen can smash the land mafia network, provided if he takes it up with sustainable basis with his brain power, of course fearlessly. Legal system is place, but it not allowed to work by these goons. Those who obstruct such processes, I have shown their place and I am sure that in the coming days, it going to more miserable for them and not likely survive further more my relentless pressure. Even if they die due to pressure, I will not be surprised.

I am sure, yesterday night, after I achieved my first objective, that Dr.P.Shankar Rao is brought down to the earth and after these massive warning bells started ringing on Dr.P.Shankar Rao future as well, our few illegal committee members ( including the great cheater Yogesh Gir and the illegally appointed lawyer Rajendran) met at Satyam place for drink and started reviewing their position, which will be much worse than Dr.P.Shankar Rao.

The message to them is very loud and clear. If you tamper with law and legal processes, you have to face legal consequences. I know that they have taken me for granted, as much as Dr.P.Shankar Rao took me. But let them know that one man brought down the Citadel of Shankar Rao to earth. But in the case of illegal association fraud, the total members will made partners to bury them forever under heap of legal cases. But it is still not too late. Let them buy peace with me by withdrawing all the cases and surrender. If not, I am afraid that their families will suffer so much due to the court matters that they can not even imagine. The one mistake what Dr.P.Shankar Rao did should not be repeated by these illegal elements. Dr.P.Shankar Rao did that with every power under him, but still I brought him down to the earth with only my kid gloves. In these illegal GB/MC of GF case, it will be high asking to survive my legal onslaught once I start with iron hands and not with kid gloves. It costed heavy to Dr.P.Shankar Rao my kid gloves, let these illegal committee aspire to see Iron Hands. Please let them not think that I am not talking these with arrogance, but full confidence. Within few days, Dr.P.Shankar Rao will be at right place. Let them not aspire to give company to him in the same place. I am giving one more chance to them for sake of their own best interest. Let them not think that I am on weak wicket. One start the legal processes, I will not retreat with any sentiments, the sentiments I believe only before I start.

Green Fields plot owners call Shankar Rao's bluff

The Green Fields Plot Owners Association, on Monday, came down heavily on Cantonment MLA P Shankar Rao’s daughter Sushmitha for claiming that her father was innocent. The MLA had tried to grab the government land which was sold to the association members fraudulently, it said.

“After the matter went to courts and after Malkajgiri tahsildar P Narsimha Rao wrote to the government in June last year stating that Shankar Rao interfered in the matter, how can his daughter say he is not involved?” questioned S Chandrasekhar, president of the association, at a press conference here.

He lashed out at the MLA alleging that he tried to grab the 75 acres of the government land by showing forged documents. Chandrasekhar also exhibited a copy of the letter written by the tahsildar (lr no. B/855/2012 dated 1-6-2012) to the Ranga Reddy district collector, in which he said Shankar’s brother P Dayanand carried out illegal construction on the land.

“The MLA was let off due to political pressure and the statement by his daughter that the chief minister was behind his ‘arrest’ is absurd because Kiran Kumar Reddy became chief minister only in 2011, whereas Shankar Rao lost court cases over the issue much before that,” Chandrasekhar said.

He added that the main contention arose when the association members found out that the 75 acres, which belonged to the government, was sold to them falsely.

'Enough evidence to nail ex-minister in land grabbing case'

HYDERABAD: A day after former minister P Shankar Rao's daughter Sushmita accused the CM and top officials of the state government of conspiring against her father, S Chandrasekhar, activist and main complainant in the Green Fields land case, on Monday claimed he had enough documentary evidence to prove the former minister's involvement in the land grabbing case.

One of the plot owners in the 75-acre Green Fields layout in Alwal, Chandrasekhar, said, "A case was booked against Rao even before Kiran Kumar Reddy became the chief minister. If Kiran Kumar or other top functionaries in the government wanted to go after Rao, they could have done that much before. Action was taken against the former minister only after court had issued an order," the activist said at a media conference here on Monday.

Shankar Rao was hospitalised following a high drama when cops picked him up from his Musheerabad residence to quiz him in the case last week. Reacting to police claims that they had gone to Shankar Rao's residence only to question him, Chandrasekhar said: "Though Rao was booked under non-bailable sections, police are under pressure to go slow in the case."

Disputing Shankar Rao's daughter's claim that her father was not involved in the Greed Fields case, Chandrasekhar said, "Shankar Rao had written three letters on his official notepad between 2008 and 2009 to the revenue officials concerned not to allow any activity on the Green Fields land. These letters are available in government records. If he is not involved in the case why did he write these letters asking officials not to allow any activity on the Green Fields land," he questioned.

Chandrasekhar requested dalit organisations not to make a issue out of this. "There are 350 plot owners in Green Fields who are SCs, STs and BCs along with 150 Christians and 50 Muslims and all of them are suffering because of Rao. We are fighting against encroachers and caste has nothing to do with the case," he said.

Cranky ex-Min Shankar Rao facing arrest in land grab case

Former minister Dr Shankar Rao who triggered CBI raids and case against YS Jagan in the DA case is now in big trouble. The Cyberabad police may arrest former minister and Secunderabad (Cantonment) MLA Dr P Shankar Rao as the AP High Court has vacated the stay on his arrest in connection with a land grabbing case in Greenfield Colony at Kanajiguda village under Malkajgiri police stations limits.

The residents of Greenfield Colony lodged complaint with the police accusing him of grabbing valuable land. They alleged that Shankar Rao and Dayanand occupied as many as 875 plots in the colony by creating fake documents showing that they were the owners.

The residents also alleged that the development of the colony was hampered due to the acts of the minister. The police registered a case but Dr Shankar Rao got a stay on the proceedings of the case. It may be recalled that Shankar Rao was sacked from the Cabinet as he was not in good terms with Chief Minister N Kiran Kumar Reddy and also at Home Minister P Sabitha Indra Reddy by leveling several allegations against them.

Press release given to to the media today along with documents

Dear Electronic/TV and Print Media friends,

As you all have been watching the high drama unfolded last week during the police swamp down on Dr.P.Shankar Rao to question him on land grab, forgery, fraud and falsification case related Green Fields lands, I have called this Press Meet/Press Conference to clarify and elaborate few issues as follows. Moreover, the press meet by both brother of Dr.Rao, Mr.Dayanand and daughter of Dr.Rao Ms.Sushmita are with full of distortions and must be clarified to clear the doubts in the minds of the people.

What is the proof that we have on Dr.Shankar Rao involvement in this Green Fields Land Grab?

We have seen today Ms. Sushmita statement in news papers and also in electronic media saying that Dr.P.Shankar Rao, the present MLA and ex sacked minister ( who is her father) is not in any way involved with Green Fields land grab. If that is true, how come the 3 letters written by Dr.P.Shankar Rao, 29^th Nov 2008, 10^th June 2009 and 30^th July 2009 have surfaced in government records? We have attached the same for your information. Is this is also part of the government conspiracy to defame a Dalit, who is cheating saying that these are his lands?

Was government officials are threatened on these lands by Dr.P.Shankar Rao?

Yes. Even the MRO/Tahasildhar, Malkajgiri Mandal Mr.Narasimha Rao reported the threats’ from Dr.P.Shankar Rao to the RR Dist Collector vide his letter No B/855/2012 dated 1^st June 2012 saying that when the Mandal staff was demolishing the illegally constructed walls on government lands, Dr.Shankar Rao not only used abusive language on his staff but also threatened them ( staff and MRO ) with dire consequences once he become CM of the state. Till today, the Revenue officials have not booked criminal cases on him due to fear of the MLA. Why government or RR Dist Collector has not taken the cognizance of his threats and booked criminal cases? Why the illegal structures have been demolished till today? Why Dayanand was not arrested for these violations? Is it due to fear? Even Land Protection (LP) cell has not acted our several complaints.

Was these lands were Dalits? Was these are government statements?

These lands were under Protected Tenancy in the name of Mr.Rajalingam (who appears to be a dalit) and were surrendered to the government by their family in the year 1953 and 1955 as per the government records under the old survey number 289. These details were confirmed by the JC orders Nos B3/6620/96 dated 18^th April 1998, B3/1137/97 dated 20^th April 1998, B3/6182/96 dated 18^th April 1998 and F1/4578/98 dated 29^th April 2002. These are the very reasons, the Occupancy Rights Certificates (ORC) issued fraudulently by RDO/ Inam Tribunal was cancelled by the Joint Collector RR Dist after detailed investigation and declared as government lands. All these orders, including the JC, RR Dist order No F1/4578 23^rd April 2002 can be obtained from the office of the Collector RR Dist.

AP High Court common judgment WP 11777 of 2002 dated 29th Dec 2005 is in favor of the government, which Mr.Dayanand and Dr.P.Shankar Rao are twisting the words in their favor for unlawful gains through their letters.

The above said common order, which attained finality on these lands at AP High Court level, says that these lands were government lands. But the criminal minded Dr.P.Shankar Rao and his brother are twisting these orders to their convenience. The order says “Admittedly, it was a jagir village with imams, grant and the protected tenancy already stood surrendered and therefore, the question of claiming any independent rights by the Government does not arise. Even otherwise, no such claim has been put forward by the Government in any manner whatsoever. That apart, surprisingly, the said finding is given for the first time in the order without petitioners or any of the parties who were appearing before the appellate authority were given any notice thereof or being heard as such. Even now, it is not the case of the authorities that the Government has got its own independent rights. Having regard to the nature of proceedings and their restricted scope, the only question remain before the authorities was as to whether the occupancy rights can be granted, which has to be found on the basis of possession of the claimants who applied for. Therefore, the said scope cannot be widened giving a finding, which goes beyond the very dispute and the nature of powers conferred under the particular legislation. Apparently, having rejected the claim of all the persons, the appellate authority appears to have held that the land belongs to the Government. In the circumstances, we hold that such a finding is wholly unsustainable. However, irrespective of the fact that we disagree with such a finding, all these cases do not merit any consideration nor make out any case warranting interference of the impugned orders”. These words were twisted to his favor. But at the same time, why was again applied in the Apex Court and that too when they say that it is in their favor and why they went to Apex Court with one SLP, one Review and one Curative Petition on full bench?

What were old Survey Numbers and the extent of lands which were surrendered by the so called Dalit PTs?

While the so called PTs surrendered all these 87.24 acres under old survey No 289 in the year 1953 and 1955 as per the government records and details given below, the Inam, who was the one who subdivided these lands as per the survey numbers given below. How come they are claiming now that they have ORC on these numbers? How they got ORC on these numbers which was not even know when they surrendered?

Have the so called Dalits PTs have been compensated by the Green Fields?

Yes, all the 42 family members of the so called dalits, who sold these government lands to Dr.Shankar Rao, also sold these government lands to us without even telling us that they sold these lands to Dr.Rao and blackmailed us with cases and collected Rs.58.05 lakhs as their compensation. The agreement was signed by us on 30^th April 1995 and 29^th Feb 1996 and same was recorded in the RR Dist Collector proceedings No B4/8180/94 dated 24^th June 1996. Hence the claim on these lands was withdrawn. Now how come they are claiming the lands as theirs after selling 2 times to others? The agreement copies can be had on request. If having cheated and sold government lands, why the government has not booked the criminal cases on these cheaters, who sold these government lands till now?

Coming to the drama unfolded on his health. The SOP is that all those who are generally arrested or taken into custody for interrogation, will be produced in front of the magistrate and if his health is not permitting, he will be taken to government hospitals and the government doctors will certify his health. Why such SOP was not followed by the police here? Why police let him off and allowed him to go to the hospital of his choice? Why police has succumbed to political pressures when so many IPC non-bailable sections are pending against the culprits? Why police has not followed it up with courts to get arrest warrants? Why officials of the revenue department were not summoned to records their statement on these frauds since all these records are with them?

Our conclusion:

We are sure that the police have come under political pressure and let off Dr.P.Shankar Rao and police must seek court permission to act now or must hand over the case to CBI to deliver justice.

Our appeal:

We wanted the government to arrest all these 5 booked culprits and also book cases on 42 others who sold these government lands immediately and arrest them and demolish their illegal houses and compound walls, constructed on these government lands.

Padayatra went on very well

Hi to all,

Yesterday, our Confidence Building Peace Walk/Padayatra at GF and the subsequent Darna/Rasta Roko went on very well. Close 200 members participated and the press also covered the event very well. Please see Vaartha, Enadu, Jyothi and Sakshi ( and if you find in any other papers, please send these cuttings to me as done by our loyal member Mr.Satyananarayana garu from Rajendernagar).

But what shocked me more is that, though it was a Sunday, many of our members who were at home, did not turn up. When it was organised on working days, they say that they are busy due to office. But even on a holidays, they do not come out. Why so? Fortunately, few rival association family members and not the the rivals ( read illegal association) have joined the rally at GF colony. That is one of the silver-lining in the dark cloud hovering on our heads in GF.

All these days, it was it was different story. Now the situation has changed dramatically due to the Dalit leaders support to Shankar Rao to grab these lands. If you all sit at home and watch only TV and not come infront of the TV, it is all likely that we may reduce in to minority and these elements will take advantage of the situation and Gaddar ( the so called ex naxalite) will step in and put up huts and make the issue more complicated. The hard work put up by me for the last 4 years will go waste and the issue will back to square one.

Some of the elite open plot owners/members, ( some are IAS, IPS and IFS and other top ranking retired officials) who do not wanted to come out openly and save their plots, due to their own sound financials status, must also come out for sake of the poor plot owners and raise to occasion. I wanted all of you to allocate 10 days in this 2013 for GF to come out when I call to come , where ever I say and to quicken the process of getting our plots. Now the heat is on, we must hit it.

But surprisingly, all the illegal association GB and MC committee ( except SVGK Murty and TL Prasad), including the barking watch dog Sri KBR Prasad, who have swindled our hard earned money, went underground from past 7 days and no sign of their noise, when the issue is on boil. I yet again make appeal to them that though they will not escape the long hand law for their misdeeds, they must come and support our cause when one like me is taking it up in a professional way. At least that will wash off their sins committed in past 13 years and get less punishment from GOD and also by law soon.

Today Press 11 am Meet at Press Club, Basheerbagh, (above Blue Diamond Hotel) is on with my ammunition to blast these so called dalit supporters/ministers, who are supporting the criminal minded Shankar Rao to swallow their own bullet. I wanted all of you to join me to make it a grand success.

Urgent and Important Padayatra today at GF

Dear All,

We have information that the few elements with support of Gaddar, wanted to put up huts in open lands and also make the residents life miserable and see that they are vacated to make this colony as Dalit Colony. This was told by Gaddar in a meeting and the same has appeared in news papers few days ago.

In lieu of this development, the Governing Body and Management Committee of the GF called for an emergency meeting of the members at GF Colony to sort out few issues by organizing a "Padayatra" at 3 pm today, 3rd Feb 2013.

All those local open plot owners are requested to make it convenient to come to participate to show the unity among us and fight for the injustice meted out to us. All the residents also must participate in the Padayatra by sinking the differences due to the prevailing situation.

Former minister arrested in land

scam, forgery ease

HYDERABAD - Former Minister P Shankar Rao, known more for the public interest litigation (PIL)

case he filed in the Andhra Pradesh High Court against Kadapa MP Y S Jaganmohan Reddy leading

to the latter's arrest, has himself landed in trouble with police picking him up in connection with a

land grab and forgery case.

The maverick legislator representing Secunderabad cantonment, who has been consistently targetin~

Chief Minister N Kiran Kumar Reddy, was picked up by the police for questioning from his residence

on Thursday evening preceded by high drama. He was taken straight to Neredmet police station in

Secunderabad, where a court-directed case was registered based on a petition moved by S

Chandrasekhar, president of Green Fields Plot Owners' Association.

A senior police official said: "We picked up Shankar Rao only for questioning, and we do not intend

to arrest him. During questioning, the legislator complained of chest pain and he was shifted to

Gandhi Hospital, from where he was taken to a corporate hospital in the city where he had

undergone a surgery recently for heart problem."

Tension prevailed for a while as police swooped in at Shankar Rao's residence and requested him to

accompany them. The legislator resisted for about 30 minutes and questioned the police on why he

should be subjected to questioning. Following the resistance put up by him, police had to forcibly

take him to a hospital.

The plot owners association, in an first information report lodged with the police in November 2011,

had alleged that the former minister had conspired with his brother P Dayanand and others and

prepared false documents for a 75-acre piece of land at Kanajiguda in Secunderabad. The accused

produced the forged documents before the Malkajgiri tehsildar as genuine for their illegal gain, the

complainant said, adding that the MLA threatened the association members with dire consequences

if they took up the case.

The police had registered a case against the MLA following a court direction based on a complaint

filed by the housing society. the Neredmet police booked Shankar Rao under sections 120B (Crimina

conspiracy), 420 (Cheating), 468 (Forgery for the purpose of cheating), 471 (Using as genuine a

forged document), 406 (Criminal breach of trust) and 506 (Criminal intimidation) of the Indian

Penal Code {IPC)

IANS add: After widespread criticism of police for the manner in which Congress legislator and

former minister Shankar Rao was picked up in a land grab case, Andhra Pradesh Chief Minister N

Kiran Kumar Reddy on Friday ordered a high-level probe. The chief minister directed Director

General of Police V. Dinesh Reddy to hold an inquiry by Additional Director General of Police

Krishna Prasad. The chief minister issued orders after Deputy Chief Minister Damodar

Rajanarasimha and other ministers called on him and voiced their unhappiness over the way police

behaved with the Dalit leader. The police behaviour evoked strong condemnation not just from

ministers but also several Dalit groups, some of whom approached state human rights commission

seeking a probe

Appointment with Cyberabad Commisiioner tomorrow evening

Dear All,

Today the 3 hours of I News TV live from 7 am to 10 am went on well. Yet again, the I News TV channel going live from 4 pm till it is concluded with 5 members panel of our GF members. Yes, I understand that my absence created some vacuum on the given day but I am very happy that the 2nd line of defense, that is Inayat and Rambabau organised our fighters to take up the matter with very good zeal. The embattled team will get boost tomorrow as soon as I arrive with fresh and new ammunition's tomorrow.

In the meanwhile, I have sought appointment with Commissioner of Police, Cyberabad, tomorrow, 2nd Feb in the evening and it is as good as confirmed. The time will be re confirmed by this night. All are requested to accompany me to first meet him ( CP) and have a press conference at Commissioner office itself after meeting him. The review of the matter will very crucial. I request everyone of you to make it convenient.
