Specially to those who wanted walls

Dear all plot owners who are interested to have walls.

I understand from our open plot owners members that certain forces ( particularly Gyaneshwar, who was suspended due to land grab rumors and Mohan Babu, who was impeached/removed/sacked from association due to his failure to protect Survey No 375, 60  plots from land grabbers from past 5 years) with grudge on legal committee members,  they wrote circulars/mails and sent SMS to our open plot owners saying that I have not given any proposal or letter to government for protective walls to be constructed in GF  government lands on whole layout and also allow us to construct walls to our individual plot owners also have protective walls on cost share basis or on with our own money. The whole proposal was documented on legal association name and the competent authorities to such permission are, CCLA, Revenue Sec or RR Dist Collector. The entire operation was kept secret ( this was one of the undercover operation going on from Nov 2013, which I do not wanted to disclose) till the formal letter is issue by anyone of these authorized.  The regular practice of sending such correspondence to members was stopped since we doubted both MB and Gyn are leaking these to undesirable elements as our  enemies within. Though I had in linking to some extent that these mails are reaching to our rivals,  we suspected these elements and kept these elements were kept on close watch. Now sure shot that they were the one who did it due to self interest.

The chronological event of the walls construction proposal was give as under: 

1.      The matter was first raised with collector Mrs.Vani Prasad. She said that let us first settle WP 3000 and WA 333, then think of permission. We are thankful to her that as soon as she passed our order on the title dispute, with more precaution, she suggested to wait till the WP 15895 is settled. The was documented in her order. Unfortunately by the time we gave written proposal, she was transferred.

2.      Again the matter was raised with Principle Revenue Secretary along with my paper cutting related to land grab by the Ravi and Co and Dayanand and Co. The same was documented and the directions to collector was awaited.

3.      In the meanwhile I have contacted the Special Chief Sec and CCLA and sought an appointment for few minutes and he was kind enough to allot the time. I have raised the issue of these walls along with several issues and more so,  on GO 166 application pending for long with no fault of us.   He asked me to come with written proposal and he gave appointment on the 16^th Nov 2013. I have taken the proposal saying that first to secure the main walls at GF with government cost. The internal plots can be surveyed and I  suggested to him that only those who qualify under GO 166 valid applications and some exceptional cases, based on the NOC from the legal association, they must allowed to construction walls with part money by govt and part by us. Though he was not sure that govt can fund for internal walls, off the record, I assured that if govt allows to construct the walls, we will chip in our own money for our own plots walls subject to modalities worked out at that time. He was kind enough to accept and sent my proposal to RR Dist Collector for detailed report. The proposal to CCLA and his letter to Collector were documented.

4.      The proposal was received by RR Dist Collector. After the detailed review between inter department meetings, the same was forwarded to new RDO ( Malkajgiri Division) to seek his report with full sketch of the layout with marking of the eligible applicants under GO 166 to consider our regularization along with permission to construct walls. The same was received by him and I was called to have a discussion on this issue. I appraised him that even earlier also I have given proposal and the same was referred to MRO directly by Collector, but then also the action was taken by them. He was shocked with such lethargy by the MRO and wrote immediately a new note to the MRO and sought his report immediately. But while talking on this issue, he was bit worried that can they taken up within 15 days due to the election processes will begun. I assured him that I will not put pressure but let the proposal go through with all authorities for approval. Even it is likely to take place 120 days, it fine with us. Accordingly, they memo was issued to MRO.

5.      MRO received the proposal and was planning to conduct a review meeting as soon as the field staff are back from training. All the VRIs. MRIs and VROs will be brought in to the picture.  We have to coordinate with them as soon as the orders for identifying these lands are issued.

6.      As soon as the detailed sketch and report is prepared by the field staff of the MRO office, the matter will take the same route back ward to RDO, Collector and CCLA. The final call will be taken by CCLA based on the cost and other considerations.

• This is purely a proposal for permission and it is  not  the permission as projected by few divisive forces and only trying to take the advantage of the situation for their own personal gains. They have never attempted such good issue in the past but several times, sabotage and undermined the  good of the open plot owners in the past.  Let us understand this and take such issue passively.
